Budgie can't get out of egg? Help!?

my budgies third egg started to hatch today at 6 am. he still isn't out of the egg! he stopped trying it seems but is still chirping a litlle! What should i do!? Should i help it? If so how? I know helping it isn't the right option though. The mom isn't helping him. Should I just leave it alone? Is it normal for the chck to take hours cuz the last 2 chicks didn't take this long.i don't want this chick to die in the shell. Please help. Thx
