Been wanting a bird for a while, need some tips?

im 14 and have been wanting a bird very badly since i was 6. my parents keep saying a bird will be very annoying and just chirp allllllll the time. whats the tamest, quiestest type of bird? also, i want to purchase a baby bird so i can raise it to be nice an be comfortable in my house. whats the best place to purchase a baby bird? what supplies will i need? whats going to be the average cost? i have had many dogs before and i take care of them myself, so i know im responsible enough to care for a bird. what are your experiences? aghh! i have so many questions! haha thanks!
